Graffiti is art.
- has content: graffiti has meaning behind each picture and/or word.
Even if it is just a name of sorts, it represents
a person and what they're about, to an extent.- uses color to emphasize different elements
- has technique and style: stenciling ,portraits etc.
- is an expression of thought,feelings, current events.

Maybe, its art, I am sure it takes ages to do, but it is still tagging and it still ruins somebody else's property...... certanly not the person responsable for the mess!
They should have to remove it all, not quite so easy as putting the paint all over everything.
